Constitutional Position
- The Constitution of India provides for a Parliamentary form of Government in the centre and in the states.
- Consequently, the Governor has been made only a nominal executive and the real executive constitutes the council of ministers headed by the Chief Minister.
- As a result, the Governor has to exercise his powers and functions with the aid and advice of the council of ministers headed by the Chief Minister.
- As a matter of fact, the constitution has assigned a dual role to the office of Governor in the Indian federal system, namely, the constitutional head of the state and the representative of the centre, ie the President.
