Sixth Five-year Plan (1980 – 1985)

  • Priority to Poverty alleviation
  • “Removal of Poverty (Garibi Hatao) and attainment of Self Reliance”
  • Eliminating Rural Poverty and reducing Regional Disparities through IRDP (1979)
  • Control population by implementing “Family Planning”
  • NABARD establishment for Development of Rural areas on 12 July 1982.
  • Target: 5.2 Achieved: 5.7

Seventh Five Year Plan (1985 – 1990)

  • Priority to Generation of employment
  • “Growth, Modernization, Self-Reliance and Social Justice”
  • “Jawahar Rozgar Yojana” (JRY) was launched in 1989 Motive to create wage employment for the rural poors”
  • Finally, “The Indian Economy crossed the barrier of the Hindu rate of growth” – Prof. Raj Krishna.
  • Target: 5.0 Achieved: 6.0

Annual Plan (1990 -1992)

  • The Eighth Five Year Plan could not take place due to the volatile political situation at the center.
  • So two annual programmes are formed in 1990- 1991 & 1991 – 1992

Eighth Five Year Plan (1992 – 1997)

  • Priority to Employment Generation leading to achieve full employment by 2000
  • Rao-Manmohan Singh Model
  • In this plan the top priority was given to development of the human resources i.e. employment, education and public health.
  • In 1991, India faced a crisis in foreign exchange (FOREX) reserve under pressure, the country took the risk of reforming – “Socialist economy”
  • V. Narasimha Rao (10th Prime Minister of India) and Finance Minister Manmohan Singh launched India’s free market reforms that brought the near bankrupt nation back from the edge.
  • Liberalization, Privatization and Globalization (LPG) in India
  • India become a member of WTO on January 1, 1995
  • Target: 5.6 Achieved: 6.8

Ninth Five Year Plan (1997 – 2002)

  • Priority to Growth with social justice and equality
  • 7 Basis Minimum Service (BMS)
    1. Safe Drinking water
    2. Primary Health service
    3. Universalization of Primary education
    4. Public housing assistance to shelter less poor family
    5. Nutritional support to children
    6. Connectivity of all villages and habitations
    7. Streamlining of public distribution system
    8. Target: 7.1 Achieved: 6.8
