Evolution of Indian Planning

Visvesvaraya Plan

  • The credit of proposing the first blueprint of India planning is given to the popular Civil Engineer and the Ex-Diwan of the Mysore state Visvesvaraya, in his book, “The Planned Economy of India”, published in 1934.
  • He proposed 10-year plan for free India.
  • He received Bharat Ratna in 1955.
  • His birthday celebrated as Indian Engineers Day (September 15)

The FICCI Proposal

  • In 1934, a serious need for national planning was recommended by the Federation of India Chambers of Commerce and Industry (FICCI), the leading organization of Indian capitalists.

The Congress Plan

  • Though the Gandhians, (Including Mahatma Gandhi) Opposed, By the initiative of the INC president Subash C. Bose that the National Planning Committee (NPC) was set up in October 1938 under the chairmanship of J.L. Nehru

The Bombay Plan: 1940-44

  • The Bombay Plan was the popular title of ‘A Plan of Economic Development for India’, which was prepared by India’ s leading capitalists, (Purshotamdas Thakurdas, J.R.D. Tata, G.D.Birla, Lala Shriram, Kasturbhai Lalbhai, A.D. Shroff, Avdeshir Dalal & John Mathai), was published in 1944 – 45.
  • It was 10-year investment plan.

The Gandhian Plan: 1944

  • With the spirit of the Gandhian economic thinking, Sriman Narayan Agarwal formulated The Gandhian Plan in 1944.
  • Even if he referred to industrialization, it was to the level of promoting cottage and village-level industries.
  • The Plan articulated a ‘Decentralized economic structure’ for India with ‘self-contained villages.

The People’s Plan: 1945

  • In 1945, yet another plan was formulated by the radical Humanist Leader N.Roy
  • The plan was based on Marxist socialism and advocated the need of providing the people with the basic necessities of life’.

The Sarvodaya Plan: 1950

  • The famous socialist leader Jaya Prakash Narayan published the Sarvodaya Plan in January 1950.

Planning Commission

  • The Planning Commission was set up in India in 15th March 1950.
  • Aim:
    • Most effective and balanced utilization of the country’s resources.
  • Role: Played advisory with regarding to the formulation of the plan.
  • Composition:
    • Chairperson: Prime Minister
    • Deputy Chairperson: De-Facto Executive head
    • 4 full time member
    • Part time members- Mostly from Cabinet.
  • First chairman was Jawaharlal Nehru, Last Chairman was Narendra Modi.
  • In 2015 the planning Commission has been renamed as NITI Aayog.

National Development Council:

  • The National Development Council (NDC) was set up August 6, 1952 by a Resolution issued from the Cabinet secretariat.
  • Ex-officio Chairman: Prime Minister
  • Ex-officio Secretary: Secretary of the Planning commission
  • Members: Chief Minister of all the states and the members of the Planning commission.
